Muslim Rebels Withdraw in Philippines WONG: And now an update on the fighting in the southern Philippines. Muslim separatists say they are withdrawing their forces from Catholic farmlands and expect the fighting to be over by tomorrow. Here's more on this story. STORY: A two-day volley of bombs and mortars has rained down on farms and villages in North Cotabato. The military assault on the Moro Islamic Liberation Front or MILF has forced nearly 160,000 people to flee the attacks. They took only a few belongings and their livestock to take shelter in local schools. But the villagers are afraid of the gun-toting rebels. [Carmela Pano, Evacuee]: "Whatever will happen, if there will be more harassment, I'll be scared to go back home." Manila has accused hundreds of MILF guerrillas of occupying the villages. The military says 22 rebels have been killed since Sunday. But at least three civilians have also died in the attacks. Disaster officials say it is still too dangerous to help the evacuees. Taiwanese Businessmen Withdraw From China ANCHOR: The Chinese Communist Party has put through a series of foreign investment policy changes making it harder for foreigners to invest in China. Many Taiwanese businessmen are pulling out of China and returning to their own country to do business. Our team in Tapei has the story. STORY: Service sector industries and real estate enterprises are already on their way back to Taiwan to talk to Taiwanese legislators. They say that if the government grasps the opportunity it will bring billions of dollars in to Taiwan. [Chunrong Ye, President of Taiwan Businessmen Association in Dongguan]: "Many of my friends will come back to invest in service industry, real estate, and so on. As for real estate, you could go and check, the Taiwan businessmen own more than 30 percent of the mansions here. You could come back to set up an R & D centre and operational headquarters here." Last year, the Chinese Communist Party announced a number of foreign investment policy changes including cutting tax rebates on exports, introducing a "Labor Contract Law" and the "two taxes in one" system. This means Taiwanese businessmen no longer receive a concessionary tax rate. The president of the Taiwan Businessmen Association says that if the Taiwanese government reduces taxes and adjusts the minimum wage for foreign workers more Taiwanese businessmen would do business in Taiwan. [Chunrong Ye, President of Taiwan Businessmen Association in Dongguan]: "At first, I rarely take money out. Now if I take the money back in, are you going to deduct my tax from it? If the tax rate is 25 percent, my money will be 25 percent less, combined with the inheritance tax of 40 percent, there would be nothing left. The cost has risen there. If the tax rate is better and the foreign workers' wage could be adjusted, the cost would be pretty much the same. In that case would you like to stay in Taiwan or Mainland China?" Chunrong Ye says that there are more than 1000 Taiwanese businesses in Mainland China that are capable of returning to Taiwan.
